ACTORS IN PUBLIC POLICY MAKING PROCESS IN NIGERIA

Abstract

Policy is what government intends to do or what it does not want to do. Policy to a very large extent leads to development which brings about a change. Sometimes when certain policy fails, it is attributed to poor implementation whereas it is not always the case, as poor conception and poor goal definition by the actors could lead to policy failure. This paper, therefore analyses the role of actors in policy formulation process, and shows that the role of the various actors, that is, the legislative arm, the executive arm and the judiciary is very vital in policy formulation and even in the implementation process in Nigeria. It is recommended that policy goals should be well defined and perceived by actors so as to ensure proper formulation, all the actors in policy making process should also be involved in implementation and ensure that every aspect of the policy is fully implemented. They should also ensure that the money meant for implementing policy is not diverted to a personal purse and so on.
